How FEWS equipment works?
What are the corresponding warning levels?
The FEWS equipment that has been showed above works promptly as the water level reaches the water level electrodes; it will then send information to the water level controller which in return gives out warning signal through the attached sirens and blinker/strobe lighting. There are two set of water level electrode utilized for the equipment, the first three from the bottom of the installation (covered by blue plastic shaft) is intended to activate the first warning signal which is in form of a siren alarm; the interpretation for the first alarm is warning signal level 1or “PREPARE/STAND BY” phase. The alarm will continue as soon as the water stay in contact with the electrode, if the water level plummet, the alarm will stopped, but since it already provoked the first warning, the alarm level 1 stays. In case the water level reaches the second set of electrodes (from 4th to 6th shaft) a second warning is activated through a different siren alarm that will sound alongside the first alarm, this will be interpreted as the second level of warning or the “EVACUATION/ GO” phase. Again the alarm will not stop until the water stays in contact with the electrodes, these mean that it is still not safe for the residents to return to their homes, It can only be said that it is safe to go back if the alarm has stopped, signifying that the water level has dropped to safer levels. The battery of the equipment has the capacity for a full 24 hours continuous alarm. The attached photovoltaic solar panel charges the battery every day. The FEWS equipment also has a CFL bulb attached to it that provides nightly lighting, aiding the observer/s to monitor rise in water level at night.
Threshold estimation for flood warning
Water level assessment for threshold estimation to determine warning signals for the FEWS equipment will be determined through available data such as historical flood reports and interviews, and by actual field measurements. Since an initial threshold estimation value is arbitrary, calibration or repositioning of FEWS equipment water electrode is needed to get the accurate level. Threshold setting revolves around the correlation of flood water height rate in relation to the time given for the residents to prepare and relocate to evacuation centers or safer grounds.
